Jessica Devins is one of the Elmira Police Department's top detectives. While working in the narcotics division and wrestling with the past tragedy of her father's death, she must face her greatest challenge to date: Pursuit of a mysterious drug lord known only as The Medicine Man. However, during the investigation she learns that she is not alone in her crusade. From the city's shadows has emerged another, one who has mastered an antiquated and nearly forgotten martial tradition. Working outside of the law, this shadowy vigilante pursues the drug lord for reasons only he knows. Delving deeper into the investigation, Jessica is left to ponder the lengths to which this individual will go in a personal pursuit of justice; and upon learning that not all among the police can be trusted, could this masked warrior be her only true ally?
